You develop your districts by implementing district policies.

When you're viewing a district window, you'll find an action menu on the right side of the screen. Policies are organized by theme, such as "order" or "economic development." Clicking on a theme will display the policy tree, allowing you to plan your development with a clear understanding of what to do and in what order.

For managing armies, there's a quick action system that lets you implement policies without displaying the text dialogue. However, it's advisable to use this only once you've gained some experience in district policies, as not all actions are available via quick actions, and you might miss some choices.

Policies take time to be implemented:
A percentage of progress will be displayed, and the policy will be interrupted if you lose control of the district. This process can be accelerated by statesmen characters using the "supervise district" action. The time required to complete a policy makes province building mostly irrelevant in short scenarios.

The character implementing a policy is crucial:
A character's roles and traits influence policy progression. Don't rely on a bandit character to swiftly reform the justice system, for example.

Each district is assigned a tax collector, who accumulates the income from that district each turn.

How to change the tax collector of a district?

This is a common question among new players: here is how to do it:

1) Military Conquest: If the district is controlled by a non-allied faction, you can deploy troops there and use the army action "reclaim district."

2) Governor's Action: A governor can request direct control over a district, provided the current tax collector is from their faction. This method works best when the governor is influential and the current tax collector lacks the ability to defend their position forcefully.

4) Local Political Take-Over: Politicians and gentry characters with deep local ties may vie to be recognized as the district's representative by local gentry or assemblies. This option is particularly effective when the current tax collector lacks the support of warlord troops.

5) Nanjing Government Intervention: The Nanjing government can assert direct control of the Finance Ministry over districts with an Opium Suppression Bureau.

Tax Collectors and District Effects

Tax collector characters' roles impact district income:

Bandits, warlords, and gangsters increase the corruption level of the district.

Police characters reduce bandit generation in a district.

Understanding these dynamics can greatly influence district management strategies.

Your faction's influence score over each class in each district holds significant importance and yields various effects:

Peasants: High influence ensures peasants provide more supplies and remain cooperative in the presence of your army. A strong relationship with peasants increases your ability to set up or avoid ambushes. For factions like the Communists and Peasant Rebels, exceptionally high relationships grant a "fishes in the sea" bonus, providing free supply to their armies.

Workers: Crucial for Communist players in organizing the local Party during the early years. A high relationship boosts activist recruitment, enables strikes, and facilitates pickets. For warlords, controlling workers is essential to counter Communist activities.

Merchants: Influence over merchants significantly impacts the success and effects of actions aimed at extracting or borrowing money from them.

Gentry: Essential for district control, militia recruitment, and leadership. Given their propensity for revolt, managing gentry relations is vital.

Students: Few factions can boast influence over students, who serve as a source of young activists, particularly valuable for Communist factions to bolster supporter recruitment efforts.

Useful to know:
If your overhall influence is high enough, a district may automatically joins your faction when your armies arrive there, sparing you teh loss of 3 QI point to reclaim the district.

Influence over the classes changes with the policies you conduct and the actions you make.

Vitality and tradition are two crucial scores for each district:

Vitality: Directly impacts the district's income. Easily decreases during calamities, plundering by rampaging armies, etc. However, vitality naturally recovers over time, and certain policies can boost it.

Tradition: Directly influences the likelihood of revolt, economic development, and the influence of the Communist Party. High tradition districts experience fewer revolts but may produce secret society rebels if they do revolt. They struggle to regain lost vitality. Conversely, low tradition districts revolt more frequently, are more receptive to communist activities, and have a more prosperous economy.

Poverty Trap: Some districts may seem to never recover their vitality, often correlating with a high tradition score. These districts have fallen into a poverty trap and are considered doomed. Skilled players may salvage them through patient modernization reforms and supervision.

It's important to note that droughts often lead to plague and banditry, creating a vicious cycle. Implementing police policies can help districts recover more quickly.

What if you ignore these calamities?

If your economic centers remain unaffected, you can choose to ignore the calamities. More starving peasants and bandits may lead to an increase in volunteers joining your armies.

Banditry is often perceived as a significant issue by new players, while seasoned players view it as an opportunity.

Where do bandits come from?

Bandits tend to appear in districts with low vitality, frequent calamities, and large unpaid garrisons.

Policies to reduce banditry

Implementing various militias such as mintuans, merchant corps, and police units effectively protects districts against bandits. Telegraphs can aid in coordinating their efforts.

Using force against bandits

Bandits have a high chance of ambushing or avoiding combat. Cavalry is the most efficient way to combat them.

Using bribery against bandits

For a reasonable bribe, you can redirect bandits elsewhere, perhaps into your opponent's territory. For a larger bribe, you can directly recruit them. Recruiting bandits essentially solves the banditry problem, as they become your henchmen or supporters.

Given that you can deal with them using cavalry, redirect them with bribes, or recruit them, you should start seeing them as troops at your disposal rather than a threat to your authority.

Province management can become repetitive, so why handle it yourself when you can delegate the task to the AI?

Your active characters can be delegated to the AI at any time, and they will act according to their roles. Here are some of the best roles for delegation:

Statesmen: Efficient at conducting most province policies.
Gentry/Businessmen: Excellent for developing the Chamber of Commerce policy tree.
Policemen: Highly skilled at creating militias and reducing banditry.
Theorists/Scholars: Capable of effectively developing education policies.
Warlords, gangsters, and bandits will likely prioritize opium cultivation.

Once you have five active characters, you can delegate characters from your reserve pool to the AI. You can then assign them to specific provinces with the click of a button.

With this AI automation, managing a multi-province empire becomes effortless. Isn't that fantastic?
