Description
This simply fixes OWBE+ so it works with East Coast Rebirth and Rustbelt Rising.
Be warned, you will need to alter the dependencies in the descriptor.mod and ugc_3261499500.mod to use this on the other OWBE+ series of mods. Either that or you'll need to make a local copy of this mod.
MRU:
Bug Fixes for 1.16 after digging through my older versions and the OWB Common Countries File Fix by Miμ and Foxy to figure out what was wrong. (Still don't really know what it was frankly.)
Link to that mod: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3373961260
Note: NER does not work without the Across the Caribbean mod currently. You have to use the Caribbean mods to make this work. You can still alter it to add or remove the Rise of the Union mod, but otherwise, the ones in the requirement section are all needed.

AN: To Clarify how to edit the dependencies:
1. Download a text editor like Notepad++(Notepad is NOT recommended for this)
2. Download this mod.
3. Navigate to your steam workshop files (For me it's at C:\Program Files (x86)\Steam\steamapps\workshop\content\394360) and find this file. 3261499500 is the folder number.
4. Open the descriptor.mod file in the text editor.
5. Inside the file you'll see a block of dependencies. REMOVE ONLY OWBE+ FROM THAT BLOCK.
6. Find the OWBE+ series mod you want to use instead.
7. Copy that mod's name EXACTLY into the block. Ex: "Ultra Old World Blues Expanded+"
8. Save the file.
9. Navigate to your Paradox Interactive Mod Folder (For me it's at C:\Users\(Username)\Documents\Paradox Interactive\Hearts of Iron IV\mod)
10. Find the ugc_3261499500.mod file and open that in the text editor.
11. Repeat steps 5-8 on that file.
12. You should now be able to play Rustbelt Rising with your chosen OWBE+ series mod.

If the above doesn't work.
1. Follow steps 1-3 above.
2. Go to Hearts of Iron IV's launcher.
3. Navigate to installed mods, click upload mod.
4. Chose create a mod, then make up whatever name, version, directory and tags you want.
4. Close the launcher.
5. Copy all of the files from C:\Program Files (x86)\Steam\steamapps\workshop\content\394360\3261499500
over to C:\Users\(Username)\Documents\Paradox Interactive\Hearts of Iron IV\mod\(Your directory).
6. Open descriptor.mod inside that folder in the text editor.
7. Follow steps 5-8 on the above list.
8. Find (Your directory).mod in the C:\Users\(Username)\Documents\Paradox Interactive\Hearts of Iron IV\mod\ folder.
9. Open it in the text editor.
10. Repeat steps 5-8 from the above list on that file.
11. Open the launcher again.
12. Find your custom mod in the launcher and enable it along side your chosen OWBE+ series mod, Rustbelt Rising, East Coast Rebirth and Old World Blues.
13. The mod should now run.

I can try to make one later.

I feel the tutorial needs a video its not very clear for people unfamiliar with mod files

Not that I know of.

Other than loading each submod under ones it requires, is there a certain load order that should be followed?

Just fixed it. Forgot to update the requirements. Due to some odd bug, NER doesn't work without Across the Caribbean at the moment.

I probably need to update the files then. I'll do that at some point.

Just the required mods for this one, the required mods for the listed mods, and OWBE+.
I got it to work by adding OWB common countries file fix.

Which mods are you using?

Can you create a collection ordered in a mod playlist? I've tried to get this to work, but the the game crashes on launch.
I've tried to put the mods in the order they appear in the .mod files, still crashes.
