Faster Elithian Races MM

Description
I seriously can't go back to the old speed. It is painful to me now.
Changes the Elithian Races beamaxe firetime from 0.25 to 0.15 inceasing the speed at which it damage blocks.
It uses the same method as Faster MM. It will still work if that mod is not installed
