IMPORTANT!!

You need to have the DLC and the game to the latest version.

And you MUST complete a stage. any stage, with him for him to become permanent. If not, you must do this every time you boot up the game for Roo to appear. So be sure to play through the first level of story to get a rating on the level for him to stay.
