The cat is near the tent in the left upper side of the screen:

Wanted cat

Find the cat in the ad

This notorius guy's name is Arthur Morgan, and, probably, he had took a dump in someone's slippers.. The ad board with the wanted cat's poster is located in the downside of the screen, just seek him somewhere in the middle:

Happy Birthday

Congratulate the pony on his birthday!

The cat purrty is organized in honor of the cute pony standing on the roof. Hmm, strange..

Anyway, the pony is located in the upper left corner of the screen. Click on it's nose, and you'll get the achievement along with the bunch of balloons!

The statue is in the rightest corner, downside of the screen:

Find all the cats at the party

Don't be afraid, the bear is actually happy that you got this achievement! He just has a face of the grumpy cat. Well, either it's Ted from.. you know.. "Ted" movie. What is he doing there?
Seek for the cats in the upper left corner of the screen.

When you'll find all the cats of the area, it will turn to color!

Breakdown spot

Find all the cats near the car

The bookstore sign says "Bookingham Palace" in reference to a Buckingham Palace in England. What a cute wordplay. And also the "Boo" (got scared, huh?) letters altogether form some kind of glasses. Creativeness these developers simply do not hold!
Seek for the cats in the left downside of the screen:

Bookstore

Find all the cats in the bookstore

Тот самый Книжный Дворец. Правда по размеру этот дворец как каморка Раскольникова, но это ему не мешает быть восхитительным местом книжной силы. Ищите котиков-книголюбов в правой нижней части экрана:
The famous Bookingham Palace! However, it's size is more of an average dorm room. But this fact doesn't prevent the bookstore from being the place of books power! Seek for the bookworm cats in the right downside of the screen:

Tree

Find all the cats near the tree

Seek for the big tree in the middle of the upper screen side. There are all elven cats who worship nature:

The room

Find all the cats in the room

Migh be, that this is the famous Catonardo da Vinci room, because there is his work called "Cata Lise". You'll have to find these little painters all over the area downside of the screen, the rightest corner:

The lasts of cats (is the game's name is TLOU refference? :D is this jojo ref..) have hidden in the rightest upside corner of the screen:
