Introduction
A legendary world is a powerful and difficult to acquire final level available on some worlds under specific circumstances. Unfortunately, I find that it is more beneficial in terms of points to create lots of prosperous worlds instead, but if you want to create a legendary world, this guide is for you!

Note that this is only ONE route of creating a legendary world. You may be better off using another route, such as using the Aphorian's Post Scarcity technology.
Requirements for a legendary world
Creating a legendary world is no easy task, and it is quite an unintuitive task as well. Here is what you will need to get a legendary world:

  • A prosperous, people-producing world with an empty project slot
  • The Elysium Project technology unlocked
  • The capacity to easily supply the world with a variety of resources

To create a legendary world, you will need to build the 'Elysium' project on the world.
Then, you will need to supply it with the following goods:
  • Robots
  • Chips
  • Minerals
  • Water
  • Biomass
  • Food
  • Goods

Then, the world will become legendary.
Choosing a council
If you want a run to have a legendary world, it is essential that you select the Dendr with The Elysium Project technology available, since without it you will not be able to create a legendary world.

I also recommend you choose Vattori with the Quantum Computing technology and also optionally the Orbital Labs technology and the Researchers perk, since this will allow you to create the large quantities of science needed to unlock The Elysium Project.

I also recommend you plan a method to allow slipways to cross, in order to make it easier to get resources to your legendary world. I prefer to use the Mass Lensing technology from the Slithids, and then unlocking the Infraspace Mastery technology later on, although this is also possible with the Vattori's or Aphorian's Limited Teleportation technology or the Aphorian's Hyperdrive technology.

Starting Out
From this point in the guide, I will walk you through creating a good setup for a legendary world. This requires a lot of preparation, as creating one requires a lot of science.

Start the run like any other, with a basic loop and some expansion. However, your number one priority is making science. Create as much science as you can until you raise the required 24 science for Quantum Computers.

Then, unlock Quantum Computers and implement them into all of your labs. This should dramatically increase your science output. If you have it available, you should also unlock Orbital Labs, but do not implement them yet! Instead, read on...
Planning and the mid-game
Now, select a people-producing world to be the world you are going to make into a legendary world. Try to choose one which has room for expansion but can also be easily upgraded to prosperous status. Now, if you have unlocked Orbital Labs, create the orbital lab project on all other worlds with excess people.

If you have the time left to do so, get the Deep Study and Self Hosting AI technologies to increase science output further. Now, unlock your slipway crossing technology (Hyperdrive, Infraspace Mastery or Limited Teleportation) as soon as possible.

Using your new technology, get as many resources to your labs as possible, to allow you to unlock The Elysium Project rapidly.
Success!
Bide your time until you unlock the Elysium Project. If you are close to having enough science to unlock and need something to do, begin to plan how you will get all the required resources to it, and start to set up the infrastructure.

When you can, unlock the Elysium Project and build it on your world. Finish connecting it to the required raw resources and enjoy your new legendary world!
