2. You have a trade ban (Vac) on your account, any game ban does not apply to it.

3. Your account is at level 0.

Solution: Raise your level to at least 1.

Clarification: I attached a screenshot of what it looks like - example: 2 exception, but I can't say exactly why this is so, as with 1 exception, but keep this in mind!
