Description
TF2 is free to play and doesn't require money to get the game, so this doesn't violate anything. The Garry's Mod wiki says you can't redistribute paid game assets. I believe CSGO, TF2 and other F2P games are an exception.
"Do not upload retail game content - All addons containing any content from a paid game (e.g. CS:S, Portal or Half-Life 2 games) will be removed. This includes props that are required for your addons to work. Your account can be terminated for this!"

TF2 weighs 27.0 GBs, Mostly bloated by community maps and other slop.
If you see missing textures, I probably missed some textures that the models use or the game did not have them.
