DISCLAIMER: THIS WILL BREAK 2D CUTSCENES BY SPEEDING THEM UP
To stop the game from locking to 45 FPS in VR
open up the game and open cheat engine
https://www.cheatengine.org/downloads.php (Get it here)
in cheat engine attach ZOE 2 to it.

Click on enable speedhack on the right

set it to 1.33333333333

the game should be running at 60fps, without re-projection at the correct speed.

Thanks to Michelangelo on the discussions for suggesting a means of externally limiting the framerate (In my case the Nvidia control panel), and VoidInsanity, also on the discussions for suggesting cheat engine's speedhack to control the game's framerate. (You can actually use this to play at higher framerates than 60 in flat mode without any apparent bugs, doesn't quite work for VR mode though.
