Description
Updates the Garrisons for Tier 4/Tier 5 Minor Settlements to include Millennium's Militia Infantry units in line with Tiers 1 thru 3.

@Erebi it seems to have some sort of conflict for some reason with Radius T4 minor settlements and causes crashes on startup. though, the recent update to the game itself also broke most mods and they're being brought up to date, so i have no easy way of relaying/recreating the crash information.

If I set it up right, it should work for tier 4 or tier 5 minor settlements. Please let me know if that’s not the case.

@MIKO No problem! This one of those edge case mods I made for myself and decided to throw on the workshop just in case anyone else needs it.
