Ну тут решений по сути дела довольно много но затрону самые основные,
первоначально может возникнуть проблема с кривой установкой
VC++ 2013 и 2015 годов, следовательно переустановите данные библиотеки
Если выдаётся ошибка DirectX
скачиваем и переустанавливаем данную программу

Вторая вещь которую можно попробовать сделать,
это поиграться с файлом payday2_win32_release.exe
запустить exe'шник от имени администратора,
отключить оптимизацию во весь экран, поиграться с режимами совместимости.
Можно попробовать запустить средство устранения неполадок,
и выбрать стандартную проверку, если система не увидит проблем,
выбираем пункты диагностики:


Есть ещё проблема связанная с разрешением экрана,
из за чего игра может некорректно запускаться, и вылетать ежемоментно
или не запускаться вовсе, для этого требуется изменить файл renderer_settings.xml

Открываем файл блокнотом, ищем строку:<renderer_config>
под ней ищем строку resolution="Имеющееся разрешение"
и выбираем нужное из того же файла скопировав и вставляя нужное.

Если последующие действия не принесли желаемого результата то,
проверяем правильность установки игры в Steam через
"Проверку целостности кэша"
Сделать это можно следующим образом:
нужно зайти в библиотеку к вашей игре, далее рядом с достижениями нажать на шестеренку и в появившемся окошке выбираем свойства,
далее после открытия окошка со свойствами нажать на локальные файлы, после перехода вкладки ищем кнопку (Проверка целостности кэша).

В качестве костыля можно использовать команду через консоль запуска игры
"-steamMM"
Чтобы задать параметры запуска,
нажмите на шестерёнку на странице игры в библиотеке,
затем нажмите кнопочку "Свойства" в открывшемся окне,
перейдите в графу "общее", внизу будет строка туда введите
"-steamMM"(без кавычек)
и игра должна будет запуститься.

Если ваш Payday 2 вообще не запускается,

ставим галочку на скрытие служб microsoft и выбираем сторонние, подтверждаем,
