Fixing the game
Install the following software to succesfully launch the game:

Microsoft .NET Framework 3.5
Using either Windows Features[learn.microsoft.com] or the installer from the Microsoft website[dotnet.microsoft.com]

Microsoft Visual C++ 2010 SP1
Using the installer from the Microsoft website[www.microsoft.com]

Notes
You can also try running the game in Windows 8 Compatibility Mode[windowsreport.com] if you run into any other issues.

Hopefully the game devs will release an update some day to let Steam install these automatically.
