The Neighbor Has A limited Vision,This Is usefull To your advantage
After He chases You all the way to your House,You Can Sneak Upon Him when He Is moving back to his house.

He Will Also Add Beartraps Around the Front door,Any Room that you go In frequently (Especially the boiler room) And Throw them at You

If You Break A window He Will Rush to the Sound(s)

He is slower than the player at first but progressively gets faster the more you get caught."
