There is a way to lock the game on 60 fps without using window mode and solve most problems for modern systems by using combined widescreen fix and dxwrapper solution.

1. Download Widescreen Fix + DxWrapper Pack[community.pcgamingwiki.com].
2. Extract archive contents to the game folder.
3. Open "dxwrapper.ini" file with text editor and set following parameters values:

D3d8to9 = 1
LimitPerFrameFPS = 60

First parameter located in [Compatibility] group. It is forcing the game to use DirectX 9 instead of DirectX 8.
Second parameter located in [d3d9] group. You can actually set another value, but game mechanics were developed for 60 FPS mode, so it is highly recommended to set 60.
