small cities require simple goods

i moved the final factories next to the cities
industry extended 13 new cargo types
1 steel gives 2 tools
each city has a processing industry
you can make freight and passenger stations
the game will add the source industries on the map

goals :

add stations next to saturated bus stations
connect big cities with trains
connect small cities with buses
up to the stations of big cities
