NOTE:

Inventory items are In capital letters when added. Some of the items are only used during conversations.

Also, you might not have to exhaust all dialog every time (I haven't figured it all out yet), but some situations you will need to do it to progress.

Part 1 - Office
Take HIP FLASK and PEN.
Open desk drawer and take GUN and KEYS.
Leave office
In hallway, take PAPER CLIPS on table.
Look at switch next to toilet door.
Leave right.
Get in car, go to Smithy's apartment.
Part 2 - Smithy's Apartment
Talk to cleaning lady. Deny. Get apartment number.
Go to apartment 22.
Look at newspaper, then Look at door handle.
Use door handle.
Use light switch next to door (doesn't work).
Walk left into kitchen.
Look at, then use power panel next to refrigerator.
Push panel button, then open panel door.
Remove left FUSE.
Use paper clips with burned fuse.
Replace fuse.
Close panel door and push button.
Take KNIFE on counter.
Look at hint on left wall.
Look at tarot safe.
Use buttons to set the cards in this order: Le Fou, Le Bateleur, Le Monde
Push button on left of cards. Safe opens.
Take PACKAGE.
Open package with knife (BLUEPRINT and PHOTO added to inventory).
Go to bedroom.
Look at clippings, star and list on wall.
Look at body in three places and blood on bed.
Take TALISMAN from neck.
Look at photo on end table (new destination unlocks)
Go to dining room, look at cloth pile and candle holder.
Open old cabinet.
Look at coins.
Look at and use single coin on lower right.
Drawer opens.
Take MONEY.
Leave apartment building and go to Police Station.
Part 3 - Police Station
Use phone booth
Use phone book, use K page.
Notice: Kovacks, Bertrand, 0223-555-2240.
Dial number (click on inner numbers).
Enter Police Station.
Look at newspapers.
Talk to Captain McCoy, exhaust all dialog (new destination unlocks).
Listen to police radio (optional ?)
Leave station, go to Black Cat Pub.
Part 4 - Black Cat Pub
Talk to gamblers.
Talk to girl, exhaust all dialog.
Talk to bartender (Black Cat).
Take BOOK from gambler's jacket.
Talk to bartender again. Ask about Smithers.
Give bartender money.
Talk to bartender again, tells about Smithers. Ask him about Tarot Reader.
Go in back (hotspot in lower left of screen).
Talk to Tarot Reader, give Tarot Reader money.
Talk to Tarot Reader, exhaust all dialog.
Enter bathroom, take TAP from toilet.
Look at (use) cards on Tarot table, then look at individual cards.
Ask Tarot Reader about Smithy. Exhaust all dialog (new destination unlocks).
Leave bar, go to Lady's House.
Part 5 - Lady's House
Go to Alley.
Look at LeChatNoir high on wall. Exit alley.
Look at window and neon sign.
Enter house.
Talk to Concierge. Exhaust all Dialog.
Give Concierge whiskey hip flask.
Talk to Concierge, request info.
Take stairs up floor, and again take stairs up floor, and then to third floor.
Look at B door.
Look at powder on door knob. Take sample of POWDER.
Use door.
Talk to door (endure angry reply).
Return to ground floor.
Use gun on left Cultist.
Run! (not really)
Hammond will use first stairs.
Go up another floor.
Walk all the way to left and enter bedroom.
Use doorknob.
Use small table.
Take JAR from couch.
Walk left, use window to fire escape.
Take fire escape down to first floor.
Look at sign.
Look at and use stair release lever next to ladder.
Try to use stair release lever, it's jammed.
Use pen with vaseline jar, then use on release lever.
When Cultist pauses and stands under stair ladder, use release lever.
Use ladder to street.
Look at Dead Cultist.
Get in car.
Part 6 - Morgue
Talk to Forensics Charlie, exhaust all dialog (new destination unlocks)
Continue talking to Forensics Charlie.
Give Forensics Charlie money. He'll give you GOLDEN SNAKE.
Exit morgue.
Give book to Captain on way out to unlock achievement.
Exit and go to drug store.
Part 7 - Drug Store
Look at star on wall and at Drug Store sign.
Look at Drug Store lock.
Look at hollow snake cavity.
Use golden snake in hollow cavity.
Use skull. It won't budge.
Leave and go to office.
Part 8 - Office
Enter office.
After scene, press button next to toilet door.
Jump.
Talk to Smithy. Exhaust all dialog.
Grab (use) painting. Look at riddle. There's an equation. The answer is 108.
Walk right to keys box.
Set wheels to 108.
Use handle. Take KEY.
Use phone.
Use key on exit.
Outside, look at dead Cultist.
Talk to Lemon McCoy.
Walk to dead Cultist.
Use Cultist, take GOLDEN SNAKE from his pocket.
Ignore office, get in car and go to drugstore.
Part 9 - Drug Store
Look at drug store lock.
Use other golden snake in cavity.
Press skull.
After scene, you will lie in green liquid for a while. Can't do anything except dialog.
Talk to Mrs. Kovacs. Exhaust all dialog.
Accept call (challenge), receive ANTIMATTER BULLET from Mrs. Kovacs. Put bullet bullet in gun.
Walk right down tunnel until you reach blast door.
Use blast door.
Use water tap in center.
Move tap (knob) around:

You click on one star point after another, drawing (though it doesn't show) a star pattern as you go, kind of like drawing a star on a piece of paper. I started with the lower left star point. There are two directions you can draw the star, and you have to end where you began. You'll know if you're doing it correctly if the knob doesn't return to the center before the end. You have to be fairly quick after each movement though, or the knob will return on you too soon.

Part 10 - Ending
Use gun to shoot Elsa (monster) in eye with antimatter bullet.
This brings about ending scenes.
