Better Hidden Cults and Slots

This mod reduces base discoverability on most cult buildings to 10, and adds one building slot.

This means discoverability will max out at 30 with all slots filled for normal Chaos Monogod factions and at 40 for Changeling, so the cults are still technically discoverable by the player with defensive buildings upgraded but the AI usually won't be able to find them.
