Standardized Reloading XP for build 42 (41 supported*)

This is an update to the great mod by ConquerorKoala

The mod changes the behavior of the functions of reloading magazines and reloading weapons without magazines, such as shotguns, revolvers, etc. In the settings there is a customization of the amount of experience received and the chance of receiving, as well as the ability to disable the nerf of experience after lvl 5.

• *The mod should work for build 41, but I haven't tested it. If you can test it and give feedback, that would be great.
  
• To build mod 41, you need ModOptions, as before.
  
• To build mod 42, you don't need ModOptions.

As in build 41, the mod settings are in the "Settings" -> "Mods" tab.
