Favour Quests typically do count if they are available, & are usually the easiest to do to meet your Thane "quota".
Falkreath is similar, & you will have to speak with the Jarl & kill some Bandits for him before you receive the help the Citizens Quest. As far as I am aware, buying Lakeview Manor is independent of this, & not required since it is technically DLC.
So if a Jarl offers a quest directly, I should work on that to become thane, right? Otherwise just help citizens. Thank you.
FYI, I'm currently in Dawnstar, so I just talk to the Jarl and kill the giant as a priority, right? I'm not very good at talking to people even in the game. Also does the Falkreath Jarl's quest to obtain property also make you Thane? I haven't gotten that far in forever. (Since I been more focused in moddin the game to high-heck.)
Was there a specific Hold you wanted some more info on?
