After which we put it in the game folder, now we go game ➜ citadel ➜ panorama ➜ videos ➜ main_menu
should look like ...\Deadlock\game\citadel\panorama\videos\main_menu

Take your video that you want to put on the background
If you do not have WEBM, but a different format, then convert it using online converters to WEBM
We throw it into that folder with phonons that we were looking for
menu_streets_loop2.webm rename it to anything(this is so as not to lose it, if you are fearless you can just delete it)
And now rename the video that you want for the background to menu_streets_loop2.webm
