Changes Arcana's priority setting to -1 (from its original setting of 9000), so that while it won't necessarily load before all other mods in existence, it's all but guaranteed to load before those mods with no set priority (which will default to having a priority of 0).

For best results (to ensure that it loads before not just Steam mods, but non-Steam mods as well), move this mod from its location on the Steam Workshop (...Steam\steamapps\workshop\content\211820) to your Starbound installation's mods folder (...Steam\steamapps\common\Starbound\mods).
