And then forced me to create another one because I can't rename already uploaded mods.
I don't play this game anymore and just came back to re-update this.
Money is only a problem early on, and I feel that having more choices is better than waiting for potentially good ones.
If you want, this mod is pretty simple to change to your desired outcome.
I use RPFM, and there are only three lines in it. Change the min and max to your preference; the base game is 15 turns max and 10 min (the number of turns in the hero pool). Mine is 2 and 2.

Launch rpfm_ui.exe
The file name to open is @refresh in your Steam\steamapps\workshop
Then save the file in Steam\steamapps\common\Total War WARHAMMER III\data
Rename it "@" and then something like mine, if you don't it will crash. This will make it your personal mod and you will then see it in the Warhammer3 launcher.
