B42 dependencies/require need a \ in front of both the damnlib & 89volvo200, in the mod.info file, otherwise you can't activate the mod on B42 even with both required mods activated. Just FYI.

This is what they need to be:
require=\damnlib,\89volvo200

You cannot alter specific skin rarities without just putting the skin on a separate vehicle script unfortunately. This mod uses a really nice function added by DamnLib that adds another skin to a script without rewriting it.
