Short and Simple
1: Download ISLC (Intelligent Standby List Cleaner), by WagnardSoft.
Download link for ISLC here[www.wagnardsoft.com]

2: Settings:

List size minimum: 1024MB
Free memory lower than: xxxxx (Set this to about 1/2 of your current total RAM setup. Since I have 64GB, this is at 32000.)

Wanted Timer Resolution 0.5000
[X] Enable Custom Timer Resolution
[X] Use GlobalTimerResolutionRequests
ISLC Polling Rate (ms): 500.
(this will run an ISLC check every half-second, purging whenever it detects your free memory going below 1/2 your total cap.)

Your program interface should look relatively similar to this when finished. (Keep in mind your numbers may be different, given your system specs):
Click "Purge Standby List" once to forcibly free up any memory, then click "Start" to begin the automated process so you don't have to keep doing it. Now it'll run in the background. Feel free to play Oblivion as long as you like, and enjoy the high FPS!
