I unlocked the achievement by driving to a couple tiles I hadn't revealed yet, at the Mired Tar Pits. Then hours later I found a Gekko flag that I hadn't "activated" before (the one on the border between the Sandworm Graveyard and Orator's Refuge). So I got the achievement even though I was missing a flag.
The game might unlock the achievement for both (either reveal all tiles or activate all flags) as an anti-frustration feature. Or some of the edge tiles might not be required, to make it less tedious. It's hard to know for sure because testing it would take a long time.
You may also need to run missions in the specific region where the blueprint can be found, but I don't have that info.
If you cant find that info anywhere, you might need to run like 2-5 missions in each area. If you need to do that, I would start from the end of the game and work backwards because it sounds like a decently advanced blueprint.
@Derp pup Thanks for the info. I assumed that the 3D models were just the wrong way around, but I fixed the location now.
I've done everything else, but tediously searching each location for them is just awful.
Thanks again <3
