[RGON] Customisable Giantbook Disabler

Adds a new menu at the top of Repentogon's ImGui console menu, which allows to toggle specific giantbook animations (the png jumpscares some items do) on and off. Do note that the menu only becomes openable once you choose a save file in the main menu.

There's a setting to enable/disable modded giantbooks. Keep in mind this only applies to giantbooks implemented using Repentogon's native support for them. Older mods using hacks such as GiantbookAPI will likely not work correctly.

Why make it when there's already half a dozen similar mods out there? Honestly I didn't think to check if one existed already up until I started writing this description, and sunk cost fallacy has already managed to kick in. Though this one should be more customisable than other options as far as am aware.
