The Romulan Star Empire is a powerful, enigmatic civilization built on secrecy, strategy, and relentless ambition. Descended from ancient Vulcans who rejected Surak’s teachings of logic and nonviolence, the Romulans forged a new path—one shaped by passion, cunning, and a deep mistrust of others. Their society is highly hierarchical and authoritarian, ruled by the Senate and the powerful Tal Shiar, a ruthless intelligence agency that operates both internally and across the galaxy.

Romulan culture emphasizes discipline, loyalty to the state, and the careful concealment of true intentions. Deception is seen not as dishonorable but as a tool of survival and strength. For the Romulans, power is best exercised from the shadows—whether through espionage, manipulation, or carefully calculated military strikes.

Their ships, often equipped with cloaking devices, reflect this philosophy: striking without warning, then vanishing before retaliation is possible. The Romulan fleet is both a symbol of imperial pride and a silent threat lurking just beyond sensor range. Diplomacy with the Romulans is always complex—they value strength and control the flow of information tightly, making them unpredictable but never foolish.

Though outwardly cold and calculating, Romulans are deeply patriotic and possess a rich cultural identity. Beneath the political rigidity lies a people shaped by exile, pride, and the ever-present shadow of betrayal. In the stars, they do not seek peace—they seek dominance through strategy, secrecy, and supremacy.

This patch has been tested with Stellaris version 4.0.14, but it should remain compatible with past and future versions. I will continue to monitor compatibility.

FAQ
1. Is it playable without NSC3 installed?
->Yes it should. You just wouldnt have new NSC3 Ships. Means a smaller roaster.
