i actually figured out how to make starbound stutter-free and run at 120 fps on a mid tier CPU! shoutout to crockan and his mods!

-resolution set to whatever the middle of the slider is for you, one up or down if that doesn't fit right...
-monochromatic lights set to ON
-texture limit set to ON
-multi-texturing set to OFF

-go to C:\Program Files (x86)\Steam\steamapps\common\Starbound\storage\starbound.config (or wherever your download is) and edit with notepad, scroll down and change v-sync "true" to "false"

-turn OFF steam overlay

-make sure the game is on your main hard drive too, preferably SSD

-run the game on the 32-bit setting at launch

**PS - the biggest factors seem to be:

-the game being on the main hard drive (SSD preferred)
-steam overlay being disabled
-32 bit mode
-vsync being disabled in the config file
-those 2 mods to fix the terrible CPU-dependent coding of the game itself (i am generally a purist and rarely mod games, trust on this one)
