Specializes habitat research district depending on the zone that is built on them.

This is a component of my More Zones mod made standalone. The original mod's whole idea of having more freedom in specialization demanded this change, and I figured someone might want this without the modded zones.

Using this with More Zones mod doesn't do anything; you load the identical file either way.
