bk3k's Tech Helper priority fix

Description
This is a small compatibility patch for bk3k's Tech Helper.

Some mods that edit the tech interface may cause UI misalignment or visual issues when used with bk3k's Tech Helper. This patch overrides only the tech UI configuration and sets its priority to 9999, so it loads after any conflicting interface changes from other mods.

This does not change any functionality or behavior of the Tech Helper; it just ensures the interface appears correctly in most load orders.

Requires the original Tech Helper mod to be used.
