Configurable Prison Breaks - Continued

Allows prison breaks to be disabled completely or configured based on mental break threshold, default setting disables prison breaks when a pawn is happy (no mental break risk)

Suggestions/Bugs?
Let me know in the comments if there's any bugs. I also am open to any suggestions or improvements.
