Step one: After launching your game you will see main menu, click on the highlighted button.

Step two: After leaving the game navigate to hoi4 steam library page and click on the highlighted button to the left.

Step three: Click on the highlighted "manage" button.

Step four: Click on the highlighted "Uninstall" button and press confirm.
