The Horn Of Belial is hidden in the Capra Cauldrons area and seems to be hidden behind an unbreakable purple wall.
You can get past this by jumping above the purple barrier then drop down through the floor that is to the left side of the platform.
Further left and after a few enemies, you can take the Horn of Belial.
