Its random, sometimes you can, sometimes cannot. Just try again and again.
I waste about 1 hour to confirm it is possible.

I could not climb the last bit of the ladder to the roof when I discovered the pipes. what is your character weight and maxcarry in the video? (I tried with empty invertory too.)
