If you aren't having much luck with Harbour, Rats day 2 is a good option but it takes awhile to cook all the bags and a little luck to get the escapes in the right order, but it has a higher chance for an escape than Harbour. It just takes longer.
Like I've said, it comes down to your luck with RNG and different methods work better sometimes with different people. All 3 are listed because they do all work, it's just getting the right escape on the right day.
The problem is that the heists you listed all have a poor chance of triggering the escape, while in rats its nearly guaranteed. The only thing you have to pray for to RNGsus is that you get overpass first.
Like I said, I was lucky to get it in my first 50 hours but I know others that spent more than a week replaying the same 3 heists trying to make the planets aline so they can get this achivement. One friend had over 700 hours played and this was their last achivement because RNGsus didn't give them the garage escape on any compatable heist.
Not everyone has the DLC and not everyone has the luck to get the right escape or enough bags.
