The reason of the dead ladders is that I always wanna create a good looking experience that works with gameplay ideas. I decided to use that method instead of a classic no-sense building near the fence. But still I agree with you, it's not so nice !
the first idea was creating an big submarine. You start inside, climb the different floors of the submarine and then get out from it. but while I was creating the shape, I realized that the type of level visualization of Monaco and the block system wasn't the ideal one, so I just decide to do the same thing as the Monaco harbor .
the fact that there are still some cops inside the submarine, it's not so different compared to the harbor level you can find in Monaco. The ideal situation was killing all the cops, but you cannot set as an objective "kill them all" :)
In conclusion I learn a lot from this project, more then any previous one I did :)

That said, I really liked the submarine, you did an awsome job of making it fairly realistic. The trucks themselves were cool, and you didn't make too many or two few gaurds.
Also, I see your story for what they're gonna do with the sub, but when I drove away with it, there were still a ton of people on it. Do they come free with purchase?
Anyway, on submarine docks (the one with the trucks) you basically forgot about all of the hidden wireing between buildings, and you can't get the center datacoin because of it.
Also, I felt sometimes the stairs were a bit redundant (such as the stairs from helipad to another empty roof floor and the stairs going into the submarine)
