This game have something called: SmoothFrameRate.
It start with locking FPS: min 22, max 62.

This is how i did it:
Go in ur folder steam/steamapps/common/Alien Breed Impact/Engine/Config
In this folder there should be a file named: BaseEngine.ini
Open this with note
Then go edit-find,
Type in "smooth", then press find next, and this should be shown:

[Engine.GameEngine]
bSmoothFrameRate=True
MinSmoothedFrameRate=22
MaxSmoothedFrameRate=62
MaxDeltaTime=0

Here i just changed "TRUE" to FALSE
MinSmoothedFrameRate to 0
MaxSmoothedFrameRate to 0
After it should look like this:

[Engine.GameEngine]
bSmoothFrameRate=FALSE
MinSmoothedFrameRate=0
MaxSmoothedFrameRate=0
MaxDeltaTime=0
