Yes but you first have to unlock the time attack mode for the special stages (which you do by completing the normal time attack in less than 25min in total)

Unlocked by completing all the special stages in the Time Attack mode in less than 4:00'00 (4min).

You can to unlock the Special Stage Time Attack then beat that under a certain time to unlock the Sound Test menu where you can enter a special code.
