1x1 low level commercial

Fixes:
-Added alpha map to sign
-Removed color variations
-Reduced size greatly to try to match cims scale
* Feel free to leave comments for future updates
**Segway prop is coming I promise
***I accidently deleted the original file so I couldn't just update the last one. From now on I hope I can just push updates.

Awesome idea. I subscribed to this, but if it's been added to my city I'll never find it. I tried making little one-square zones (don't know how many squares this needs) to see if it would pop up there, but no luck. Needs to be plopable.
