Don't have the figures in mind, but the values you're giving do seem a tad excessive for early T3 indeed. They'd be more appropriate for T4.
How have you come to the figures you're quoting ?
I suppose you've carefully watched the damage indicators, but if you've gone by Scattershot max damage * number of shots required, what you may have missed is that you need to be at close range for every shot to connect and Scattershot to live up to its potential.
Do you have another high level character ? Is the situation the same for it ?
Apart from that, I'd try a clean reinstall, and then contacting Neocore support with a save game and clear steps to illustrate the issue.
Are you playing coop by any chance ? Monsters are reputedly a lot tougher in coop.
