RMB > Properties > General > Set Launch Options...
Put there "1920 1080 false" or try different resolutions. Devs says everything should be okay as long as aspect ratio is less than 2.

UPD: A developer replied me at the forum, the issue with language is solved now.

windows taskbar can be eating some space up and preventing game from launch
try smaller resolution

developer says any can be good as long as aspect ratio <2

Tried it, the game crashes. But thanks anyway, I'll try again today, maybe I typed wrong

then use 1280x1024 instead of 1920x1080
