Description
This mod opens all vanilla options to all factions regarding settlements and diplomacy.

All factions can Occupy, Sack, Loot and Raze.
All factions can have Client States and Vassals
All factions can form Confederations including new confederations
...Italic League (Romans and Etruscans)
...Punic League (Carthage, Nova Carthago, Libya)
...Desert Dominion (Masaesyli, Kush, Saba, Nabataea)
...Eastern Dominion (Parthia)

I would like to suggest a change in the diplomatic options. Factions should be able to unlock the use of client states when holding territories in Europe. The same goes to satraps unlocked by holding territories of the East. It's strange that Gallic factions can suddenly make satraps out of nowhere.
Also, is it possible to create a mod to annex client states and satrapies ?

should work for any mod. sorry for the glitches, it is an old mod. rome can only make client states because of its culture. Kush can only make vassals. it's a west vs east thing.
