This reduces the unbalanced corruption issues, you still have problems with maintaining a huge army if you don't have high popularity in your regions (to keep the taxes above normal) but it makes the game more playable in later years (especially since I'm playing WRE)

It works with Radious, though I wouldn't recommend it since Radious reduced the upkeep of all troops to a ridiculous value. (my season income increased from 27k to 52k)

No, it should be instant ... And it is savegame compatible, try a new campaign as WRE or ERE. Or check if you have other mods that might overwrite this. It worked with Radious but I didn't like Radious and it gave you a mugh higher gold bonus

maybe it's not save game compatible, I don't know. I was just wondering, maybe it's just my game... I got it down to 92% now, maybe it's a slow agonizing process before i get my 60% :D

See, mine is only 52% with almost all the researches + governor and I conquered almost all the provinces

Are you sure the mod is activated? Or they don't have spies in that region that spread corruption

hmmm still have 96% corruption as ERE, but why? :D
