Basically at this point each city street has its own ramp to the highway. This reduces congestion as it means your traffic isn't funneled towards one ramp or two ramps. It's a bit over the top for most situations, but I had space here (it's not like I could build on the water instead) so I thought 'why not?'. In addition, there's an extra carriageway parallel to the highway, out in the middle of the water, which has some ramps of its own (including one in the middle of the picture where it merges back in to the main highway). The extra carriageway is there as part of a C/D system, reducing congestion on the highway.
