About the Force-a-Nature:
All multi-bullet hitscan weapons in TF2 (the shotguns, basically) work in a slightly peculiar way when penetration is enabled on them.

For each of the ~9 pellets in the shot, the game first calculates the damage done by the first pellet, then the damage done by the second pellet, then the third, then the fourth, and so forth. Because all (or at least most) of the pellets hit the same target, the damage is batched together and treated as a single burst of damage.

When penetration is enabled, the game finds the damage done to the front target by pellet #1, then the damage done to the back target by pellet #1 after it penetrates. Then it does that for pellet #2. The order in which it calculates the damage means that the game doesn't batch it all together; instead, it treats it as ~9 separate low-damage hits to the front target and ~9 separate low-damage hits to the back target.

You can see this in tf_debug_damage console output in the first FaN clip: rather than two ~100 damage hits (one for each heavy I hit), it shows a bunch of individual ~9 damage hits, one for each pellet. You can also see this in my HUD, which shows "-9" for the damage done because it's only showing the most recent individual damage event it knows about.

Normally the fact that the damage isn't batched up wouldn't change much, but apparently the Force-a-Nature calculates its knockback in such a way that a bunch of small 9 damage hits produces much less knockback than a single ~100 damage hit. FaN has its own special type of knockback that's handled completely separately than regular knockback by the game engine, so it's not too surprising that it works in weird ways such as this.
