It is a map exclusive perk called "Vulture Aid", and it's really long to explain what does it do, so you can read here: http://callofduty.wikia.com/wiki/Vulture_Aid

This is done by using the bank and some other map specific things, I'm going to do a how-to video for this; also, yes, this is the wonder weapon of this map. Paralyzer - from the box and Petrifier - after PAP.
