I find the phase orb to be better suited for smaller maps and when there are a lot of players. Strong and slow attacks thrive on chaos that distracts others. Also, you never want to use the phase orb on the ground. You move slowly and become an easy target. Instead, jump and charge it in the air because you wont lose speed.
The best counter to the weapon is the boost utility. I know that whenever I've been caught in an orb, a quick boost would always save me unless I boosted at the wrong angle (boosting closer to the orb with an ordinal (diagonal) boost is the way to go... most of the time).
Well, sorry for my essay, but I wanted to give out my own knowledge and my strategies for this weapon
