It's not an .ini file, it's an .xml file.

btw you can access the save location directly by clicking on the address bar of Explorer (the bit at the top with the folder hierarchy) and entering:
%userprofile%\AppData\LocalLow\OdinGameStudio\Enforcer\DATA_Saves
