Well, that depends. Have you done it hundreds of times through Hammer, and never ever tried using SV_SkyName, any Fog_ commands, modifying materials, or placing lights in Source FilmMaker? If so, the Hammer method might be easier. Otherwise, it's harder. And takes much more time, too. And clutters up the map list.
Combining a low tonemapscale with custom skybox materials with high $Color values and using custom lights can do a lot to a map. Just remember messing with the Fog_ commands too.
