All in all, I'm not a huge fan of most city builders thinking you have to donate an arm, kidney and a leg to have an effective civil service, law enforcement specifically. While I wanted something that made slight changes to manke managing services easier, I didn't want a cheat building, so I came up with this. Hopefully it's not too unbalanced, because I'm horrible at getting it just right, still, if it makes things too easy, do let me know.
